       In April 2001 Regional Open Social Institute and French Embassy in Moscow signed an agreement on international project "Maintaining sustainable development of the system of legal protection of the minority in Kursk Region". The project is financed by the Ministry of Foreign Affairs of France and is to be implemented in cooperation with the French Ministry of Justice. The whole project is to take 3 years, its implementation phase started in June 2001. Within the frames of the project the French party has already organized four workshops for the officials from the police, forensic, procurator and penitentiary bodies of the Kursk Region; for the civil employees of social services (employment centers, centers of psychological aid, etc) and state administrative bodies (regional commission on the problems of the minority, education administration). The aim of the project is to develop a system of social and legal protection of the minority in Kursk Region. Such system can be used as a model for similar structures in other regions of the country.

      Within the framework of the international project "Maintaining sustainable development of the system of legal protection of the minority in Kursk Region" Russian-French seminars on the problems of juvenile law were regularly held in ROSI (December 2000, June 2001, December 2002). The representatives of appropriate structures of Kursk Region and the representatives of the French Ministry of Justice and the Embassy of France in Russia participated in the seminars. The aim of the project was to develop a system of social and legal protection of the minority in Kursk Region. Such system can be used as a model for similar structures in other regions of the country. Active reforms of forensic system in the Russian Federation, a very big part of which is the formation of juvenile law, add to the importance of the project.
